You can modify the HTML page that has the drop down list in it for 
any/all values you need.  We've done that in several places.

The cool thing is the installer detects changed pages and gives you the 
ability to keep them so updates aren't much of an issue.

To modify the domain defaults you need to hack domain_new.html, to set 
individual users it's na_details.html
