Are you just trying to setup CalDav or was it running before and is it now broken?
If you are just setting up make sure you have followed the install and test instructions here?

It almost sounds like it is not finding the php executable. The tests above will confirm that the basic setup is running or not.
If it was running and it is now broken or all the tests above check out and send me the following (OFFLIST) along with the email address you were connecting on:
- php log file (dependant on your php config)
- surgemail/scripts/cal.log
- surgemail/scripts/data/caldb.sqlite
and I'll do some investigation.
