That is from surgeweb interface you are downloading the message file? That actually is the original message file as stored on disk by surgemail with all mime formatting, attachments etc intact.. Dependent on the suffix windows will choose different programs to open the file. I think .eml will open it in OE etc, and if you change the suffix to .msg outlook will open it. No idea about Libre Office, I have never used it. So what are you actually trying to do with the message file?
