I'm not aware of any outstanding IE8 issues along those lines and just 
ran some tests and it displayed fine for me in IE8.

It is unlikely the toolbars have anything to do with it no, but my 
most likely guess would be some form of oddball css formatting in the 
message being previewed - or possibly one of the messages recently 
displayed that is not getting sufficiently washed by the css washing 
code and as a result messing with the surgeweb layout.

Have a look to see if the issue is repeatable
- in this account with the same set of messages
- in this account with a different set of messages
- in a different account altogether
