Hello, I'll bet your users are using windoze and some lame anti-virus solution like norton / symantec. That particular one proxies email and it goes all the way to the data command in the SMTP session, then does an RSET and starts over actually sending the email the second pass. For every recipient, so if a single email has multiple recipients, then multiple passes. Great stuff ! Been this way a long time. You / surge can't do a damned thing about it.
