It's been there for at least 3 years Global settings/Mail services/SMTP 3rd item down

However it ply shows if running the advanced UI

I have mine set to always display advanced UI: g_newui_advanced

It's an on/off checkbox in the web interface. In the ini file, it displays as 

g_bind_from "TRUE"
