For the benefit of the list, the answer courtesy of ChrisP is as follows. The global friends list can be managed in the admin web interface at the bottom of the Accounts page. Each domain also has a domain-wide friends list at /var/surgemail/example.com/friend.lst which can be managed the same way, or by writing to the file directly, or through the domain manager interface at <https://surgemail.example.com:7443/cgi/domadmin.cgi> which is accessible to the delegated domain administrator account of each domain. (It's on the Users -> Default User Settings page.) That's exactly what I was looking for - the admin of one of my clients has been hounding me about this, and I couldn't find it for the life of me, though it seemed obvious that the feature must exist.
