It is a several step install process that should all happen automatically after you press install in the admin interface. Were there any errors displayed on the screen after you pressed the install button? 

Check the surgemail/php directory. Under windows that should end up with a fully running php install. If it not there for some reason you can manually download it from:

      http://netwinsite.com/ftp/surgemail/util/php_windows.zip

and unzip to \surgemail\php then try running php.exe manually to see if php will run. Next step would be to try the same phpinfo.php script again from the browser and run the other test scripts as per:

      http://netwinsite.com/surgemail/help/caldav.htm
