Sorry not squirrelmail specifically no.

And I just checked there are currently tellmail commands to import 
vcard files (tellmail import_vcard ...)  and old webmail files, but 
csv is not available that way.

As an idea probably you could put a script together that reformatted 
the squirrel mail entries into vcard entries fairly easily and import 
those if you wanted to, you just have to make sure any special 
characters are suitably handled at each end of the conversion.
