Yes that is by design. You change the base of the help page so you can customise them, but still allows you to provide context sensitive help based on the same structure as surgeweb help.

There is a fairly recently added feature that allows you to disable this. If you add the surgeweb config_*.dat setting:

      help_context true

then it will not add the context sensitive help pages and all surgeweb help links will point to your base help url.
