Surgemail needs to be allowed to spawn the php process (in this case it looks like you have it: D:\surgemail\php) I'm not really an expert in windows security configuration but my guess is you have the windows permissions locked down in some way so this is failing. If you try and manually run the php process from the command line does that work? I've never had trouble running the php binary from surgemail. Anyone else on the list had this difficulty?
