Can you check the exact wording of the imap error, what you've quoted doesn't seem to match anything I can find in the source.  Also try upgrading to our current release if you are on an old version as that may clarify the error.
Lastly examine login_failed.log which may give more details about the problem and the setting or limit.
Any limit should give more details that you are showing

It's possible this is a surgewall or other external domain and the error is coming from something else.  If you have a legacy or backend server check that for issues too.

How many users does your license cover? from the error message it seems lile you have 10 user license and tries to use 11 logins...?
