I typed in the group I wanted into access_group_default. But yet when I go into any account the access group is still blank. I need to manually go into each person I need to edit the Access Type and select the group and hit add. I also tried g_user_access_default and even restarted with tellmail and restarting the entire server - no success. Customer accounts Access Type's are still blank.

The answer depends on the exact setting you are referring to... but most default settings apply to users without settings, not just new users. e.g. g_user_access_default or access_group_default will apply to all users not just new ones.
