Is there a command that will show current lockouts?

Yes that's the correct response, and means there was no user blocked by the breakin rule.  There are at least three separate mechanisms that might lock users out...

To see locked out data use:
    tellmail lockout_show
    tellmail breakin_show

To clear lockouts use:
    tellmail nblogin_clear  (this won't be required in future, just the latter command, but this never hurts)
and
    tellmail lockout_clear_one user@xyz.com  (or ip address)
