No, Surgemail was applying the IPv6 style of ip address to IPv4 rbl queries.  In other words to check 127.0.0.1, it should be a query against

1.0.0.127.pbl.spamhaus.org

instead Surgemail was formating the query as:

::ffff:1.0.0.127.pbl.spamhaus.org

But again I would assume that ChrisP has fixed this, but I have not verified that.

I am unaware of any other sites that we communicate with that can use IPv6
