I think it's been around for a long while... It's definitely in 7.1e. Did you search using the web admin tool, that should find the setting for you, I think I've spelled it correctly... Ahh, but I got the syntax wrong, it's a boolean setting, so set it to 'true' then it subscribes all folders that exist. which isn't quite the same thing but may be usable in your situation...
