by default, the redirection is done first.

Unless you set late forward (there is a global setting, and a per 
account setting in the forwarding page).

For best results create a dummy account and use the forward settings on 
that account, that also means  you can set the spam settings as desired 
rather than using a 'redirect' rule which gives you no control.
