You are missing the setting:

    manager_username "emailmanager"

That will fix it, sorry it is confusing that there are two manager settings, one is the email address to send reports to, the other is the account name for administration rights...

We have both of these defined. After I enabled these I reloaded surgemail using the tellmail command but when I log into that interface using the account defined I do not have any admin rights to manage any other accounts but my own. Does anyone know what the problem could be?
