I know that you can hand edit surgemail.ini to set what ever limit you want.  Never looked at changing that in the web admin pages myself.

Under domain limits, the setting "Maximum number of users in this domain" goes 5, 10, 20, etc.

Can this be varied to be able to set max as 7 or 13 or 23?
