Ran into the same problem.  I kept asking surgemail for a new CSR.  After 2 or 3 tries it worked.  I never figured out why surgemail didn't produce a 2048 bit key.  Alternatively you might want to paste the CSR you get from surgemail and paste it into a text editor and remove all the line breaks so that it's one continuous stream of characters - that may work?
