Archiving should work as POP only uses the Inbox folder. 

The downside is that they would have to access the archived email via IMAP or Surgemail.

If they're using IMAP then there is no need to be concerned about spending half a day downloading. Make sure the client is configured to get the header only unless they double click the message.
