Put your rules in:

            call feature_manual(.99, "Bad Sender")            // this line is what you add to flag a message...

      end if

Then, the normal mechanism can work and take care of flagging the subject for you.  And your additional rule is used with the existing rules.   

But to answer your original question you would use something like this:
