Ok it isn't in the surgeweb interface, but it is available in user.cgi and the administrator interface. http://your.server/cgi/user.cgi (see attached picture) http://your.server:7026 If it doesn't show up in user.cgi then it probably is due to a surgemail setting, send me your surgemail.ini to check.
