A bulletin is never 'sent' it just exists and when a user who hasn't read it logs in it will appear in their inbox (as if by magic) :-) So, if it's not appearing then it might be confused about the destination domain, or the users individual 'bulletin' counter might be off...In that situation first grab the raw bulletin from the bull folder so we can see what it looks like.
