From one single email received, I can download a file several
times, with different results each time. The file may open
properly, or not at all (corrupted file message appears), or it
may open, but with with distortions. This is happening within
our entire domain.
I am running Surgemail 5.3h2-2 on Windows 2003 server.
Any suggestions are appreciated.

Is this happening to just you or do you have others complaining?
Are your users accessing email from the Internet or via a local
subnet?
Most email with attachments are stored as base64 encoded and your
email client has to convert from base64 to native format. This
message was sent using Surgeweb. Is this happening with Surgeweb?
check the event viewer for any hard drive errors. Take the machine
offline and run a memory checker on it. Open your server and see
if there are any capacitors going bad(bulging/burst/leaking) on the
motherboard.
Depending on where the server is and where your computer is, it
could also be dirty Internet access lines.
Lots of things to ponder, but alot of details missing here also.
