FYI,
I decided to do some testing on my own.
I created a new account and sent it two test messages. Then I went in and deleted new.uidl. Logged in with webmail and was able to read the messages, though it did say I didn't have any new ones. So good sign, that means I've got some latitude to move.
so with that account, I copied the new folders contents from the broken account into the new account. Logged in with webmail and it identified the messages as new. I've currently left the client a message to login to the test account and verify the emails and their attachments are all fine. I looked at one as a test and saw it was fine for text, but will have him verify the attachments and such for privacy reasons.
so it looks like I will be able to copy the contents of the new folder from the corrupted one (no drafts or other folders used), delete the account, recreate the account and drop in the new folders contents.
Probably a solution I should have tried right away, but didn't want to muck things up internally.
