This is a limit on how many concurrent users can login at one time.  It can occur if an email client opens too many connections.  The quick fix is to increase the limit and see if the problem goes away: (set in surgemail.ini using the web admin)

    g_con_perip "40"

Also grab the output of 'tellmail status' and just take a look at the concurrent sessions and see if they are all one user, if so maybe check that users email client usage to see if it's doing something odd...
