That sounds like surgeweb is not able to connect to the php caldav implementation. 

Have you followed the instructions here:

      http://netwinsite.com/surgemail/help/caldav.htm

 to confirm caldav itself is running correctly?

If so, the final piece in the the puzzle is making sure surgeweb is connecting to the right port etc. It should do this automatically though. 

Which version of the surgemail binary are you running? 

What do you have g_webmail_port configured to? 

Ah and what platform is this under?
