When a T1 or DSL circuit starts losing packets due to problems with the line, the transmissions just hang leaving tons of open ports. Run a PING to something out on the net and if you see lost packets have your connection checked, can also be the local network if someone damaged an ethernet cable for example running it over with a desk chair repeatedly (don't ask how I know that one)..
