I should also have mentioned a large majority of those TIME_WAIT connections were actually to and from the loopback address of 127.0.0.1 on the IMAP port for webmail.

One of the causes for so many open ports is your internet connection is losing packets. When a T1 or DSL circuit starts losing packets due to problems with the line, the transmissions just hang leaving tons of open ports. Run a PING to something out on the net and if you see lost packets have your connection checked, can also be the local network if someone damaged an ethernet cable for example running it over with a desk chair repeatedly (don't ask how I know that one)..
