You can enable carddav on latest builds without any trouble. For more info see: http://netwinsite.com/surgemail/help/carddav.htm As noted in the documentation above, surgeweb will not share its contacts with carddav at this stage but it should work fine between external devices / carddav clients. Let us know how you go and if that satisfies the demand or not. I do still have plans to integrate this with surgeweb's contacts but have no timeframe on that currently..
