This is the surgemail admin interface customisation page you are using? You can select global or domain customisation on this page. Any domain customisation will override global customisation. Pressing save on the global customisation page should force the browser cached files for all affected to get invalidated and refreshed the next time the user connects.
So the question is, for you did the settings "not take" or did the caching not get reset?
When you say you had to touch every domain, that means you had to explicitly save the logo setting for each domain or you just had to press save on each domain?
If necessary you can always force all statically cached pages (including user.cgi, surgeweb, old webmail surgeplus etc) by incrementing the g_web_ref_path_extension setting.
When I make changes to the footer they are defined as global however the change does not appear to be taking affect. I have tried the reload Surgeweb Interface on the GUI and still nothing.
How are you defining the footer? The surgeweb displayed message footer which gets added at compose time is a per user setting completely separate from the global footer settings which get added to the messages as they pass though the server at during smtp send.
