I am currently running SurgeMail 6.4b-14 and I have g_country_ip enabled. For some messages, I find an X-Country header similar to the following.

X-Country: code=SA country="Saudi Arabia" ip=77.240.93.105

However, for many messages, there is no X-Country header. I am trying to determine why there is no X-Country header in some messages. I have a customer who wants to filter e-mail based on country of origin, however, if the X-Country header is not being reliably added to messages, it also would make the filtering unreliable. For example an e-mail from 216.24.224.70 is missing the X-Country header. The IpToCountry.csv file contains the following data for this IP address.

from 3625512960 (216.24.240.0)

to 3625517055 (216.24.255.255)
