Possibly, although just at the moment some other projects have our development focus.
If you are interested in playing with Z-Push with surgemail have a look at / play with this, which documents basics of Z-Push integration with surgemail:

It provides an example of using Z-Push with surgemail to provide ActiveSync for email. It seems to "mostly work" but has not really been production tested. In terms of loading I would tread carefully and monitor the system for some time if you are trying to use it in production as during the testing as I had reports of there ending up a large number (of resource intensive) php processes running even for a single user.
Also Z-Push out of the box only supports a single backend - imap, carddav or caldav. It should be fairly easily possible to make it talk to multiple backends - but you may need a forked version or your own tweaks. Making Z-Push talk to SabreDav is not something I have spent much time on myself.
Lets us know how you go if you do any work on using Z-Push.

I was researching the possibility of implementing Z-Push (or a forked version) with CardDAV and CalDAV support. However, since SurgeMail is only integrated with CalDAV at the moment, it would be feasible at this time.

Not directly no. You can export surgeweb contacts to file (eg as a vcard format) which will probably allow you to import them into most phones.
Alternatively you can have your phone store its contacts in carddav - part of the calendaring / sabredav implementation - but that will not be displayed from within surgeweb. For more info on carddav see:
