You could use the domain level setting
     suspend "true"
which will prevent 'logins' but not 'deliveries'... Not ideal but it's 
close...

Another trick to disable the domain completely is to change the vdomain 
'name' setting to somethhing else in surgemail.ini manually,   e.g. 
vdomain name="domain.name.HIDDEN"
that stops logins and deliveries, but you cannot add/change users while 
it's renamed like that....
