Hello,

This means it's missing this file:
	http://netwinsite.com/surgemail/tlds.dat
Try what it says exactly:
	delete aspam_update.done
	restart surgemail
	wait 5 minutes
	Check for 'tlds.dat', if it doesn't exist send us 'mail.log' to examine...

You can manually grab the file using:  (or a browser)
	wget http://netwinsite.com/surgemail/tlds.dat
