If messages get blocked based on the blacklisting this should get logged both in the global delivery logs and in the per user user.cgi log that is available from the surgeweb settings screen so it should not have to be difficult to identify that messages have been blocked based on the blacklisting. I assume you are you using surgeweb's spam handling? As it stands you either display all of surgeweb's span handling buttons or none, and this inlcudes the block button. It would not be too difficult to tweak it though to be able to hide just the block button if this is really the behaviour you are wanting.
