All I can suggest is make sure that the browser has cookies enabled 
and that user's expectations match what it is designed to do:

Ie press login, do any mail processing you need to on your session, 
close the browser window, then later open the browser window to the 
top level surgeweb url and it should log you straight in.

Let me know if it still does not work.
