Latest "official release build" as noted:

is surgemail_60a5_windows.exe (and other platforms) available
      ftp://netwinsite.com/pub/surgemail

the surgemail_release_windows.exe type entries in that directory are 
just unix symlinks to the latest actual versioned binary, so that 
download sites etc can have a single link. Not sure about the dates 
you are seeing but these are the dates I see on the system:

15180288 Jan 16 02:34 surgemail_60a2_windows.exe
15670576 Apr 18 18:15 surgemail_60a5_windows.exe
26 Apr 18 18:19 surgemail_release_windows.exe -> 
surgemail_60a5_windows.exe
